John P. Cassidy, chief technology and operations officer, joined the Bank in 1999 and is responsible for all aspects of information technology including cyber-security. Before assuming his current role, Mr. Cassidy served the Bank in other capacities including as director of Business Solutions and IT director.
Prior to joining the Bank, Mr. Cassidy held IT leadership positions at DuPont, GMAC Mortgage, and Electronic Data Systems (EDS). In addition to a Bachelor of Science in Computer Science, Mr. Cassidy holds Master of Business Administration with a focus on Information Technology from the Katz Graduate School of Business at the University of Pittsburgh.
Mark Evanco, chief business development and strategy officer, joined FHLBank Pittsburgh in 2014. In this role, he leads business development and sales strategies for all member groups, including mortgage financing, marketing and communications and the member experience analytics group.
Mr. Evanco has more than 35 years of banking experience, previously serving as head and managing director of Taxable Fixed Income Sales for PNC Financial Services Group. Prior, he managed PNC Bank's investment, whole loans and derivatives portfolios and hedged mortgage service rights. He also chaired the Mortgage ALCO group.
Mr. Evanco holds a bachelor’s in finance from the State University of New York at Buffalo.
Peggy Delinois Hamilton, general counsel and corporate secretary, has executive responsibility for the Bank's legal services, Board governance, and ethics office functions, as well as Government Relations and Human Resources. Ms. Hamilton joined FHLBank Pittsburgh in 2023.
Ms. Hamilton has more than 25 years of senior-level legal and in-house counsel experience in small business lending, community development and banking. Her roles have included general counsel for the U.S. Small Business Administration; senior vice president, deputy general counsel for a $13 billion community bank; Selma Levine Lecturer at Yale Law School; and general counsel and corporate secretary for a Minority Depository Institution along with its affiliated bank holding company and certified Community Development Financial Institution.
Ms. Hamilton has a bachelor’s degree and graduated cum laude from Brandeis University and received her Juris Doctorate from Harvard Law School.
Pritha Madhavan, deputy chief information officer, joined FHLBank Pittsburgh in 2014 as director of Planning and Architecture, became senior director of Business Solutions in 2019, and was promoted to her current role in 2023. She leads the information technology business applications, solutions and data management teams, and also directs Bankwide work around efficiency, productivity and technology investment planning.
Ms. Madhavan has more than 20 years of financial services IT leadership experience, and came to FHLBank from Bank of America where she was a vice president.
Ms. Madhavan holds a Bachelor of Arts from Carleton University and multiple technology-focused certifications, and is a Lean Six Sigma Green Belt.
She is an active volunteer in her community, is a professionally trained classical singer, and enjoys cooking and travelling.
Ted Weller is chief financial officer, and leads the Finance and Administrative Services teams. In his role as CFO, Mr. Weller oversees FHLBank’s internal, regulatory and Board financial reporting along with related accounting and analysis functions, strategic planning and presentations to ratings agencies and other constituents.
Mr. Weller, who joined the Bank in 2011 as controller and was promoted to chief accounting officer in 2013, has more than 25 years of senior-level finance and accounting leadership experience, including prior roles at PNC and PwC.
Mr. Weller holds a Master of Business Administration from the University of Pittsburgh and a Bachelor of Arts from Grove City College. He is both a certified public accountant and certified management accountant. Ted has been involved in the community in various roles and serves as Treasurer on the Board of the Allegheny Land Trust.

Winthrop Watson is an executive senior advisor to the Federal Home Loan Bank of Pittsburgh.
Mr. Watson served as president and chief executive officer from Jan. 1, 2011, to Sept. 30, 2024. Prior, he was chief operating officer, a position that he assumed in November 2009.
Mr. Watson served as managing director at J.P. Morgan in Hong Kong from 2007-2009 after serving that company in various capacities in New York for 22 years. In Hong Kong, he served as senior client executive for J.P. Morgan’s Asia Pacific central banks and sovereign wealth funds, as head of its Asia Pacific debt capital markets, and as chairman of its Asia Pacific Investment Banking Business Evaluation Committee.
Earlier, Mr. Watson was managing director of J.P. Morgan in New York, where he helped build the company’s investment and commercial banking franchise for U.S. government-sponsored enterprises including the FHLBanks. His background also includes several financial advisory assignments on behalf of the FHLBanks.
Mr. Watson holds a Master of Business Administration from Stanford University and a Bachelor of Arts from the University of Virginia.
